Council asks staff to draft stricter short-term rental rules after staff reports wide online listings

City staff reviewed Monterey Park's 2020 short-term rental rules and recent state law affecting platform reporting, and council broadly directed staff to return with updated regulations.
Community Development Director Timothy Howe noted the state's Short Term Rental Facilitator Act (SB 346) and told the council that "54 short term rentals are currently permitted within the city, while over 200, are advertised online currently." Staff outlined gaps in local code (no host/platform definition, silence on ADUs, no citywide cap, and perpetual permits without required renewal) and enforcement challenges because many platforms hide property addresses until booking.
Code enforcement supervisor Ray Lozano told the council: "This year, we have received 9 requests from the public, related to short term rental complaints. Thus far, code compliance team has closed out 5 of those complaints, obtaining full compliance, and we actively have 4 additional cases right now." Councilmembers asked about annual permit renewals, revocation criteria, caps by owner and neighborhood and periodic building inspections; staff said those elements would be included in the draft framework returned to council.
