Hu described provisions discussed in the program: the bill would establish reasonable standards for commercial lease renewals, create a commercial rent guidelines board tasked with setting a reasonable annual rent increase, and give at-will commercial tenants the right to request a written lease. "We wanna ensure that businesses can stay in their communities while ensuring that landlords still receive a fair return on their properties," she said.
Speakers noted the bill aims to cap extreme increases that can prompt evictions of longstanding local businesses. They also flagged implementation details — such as how a commercial rent board would be constituted and which data it would weigh — as important areas still under negotiation in Albany.
