The committee examined Halifax's senior-transportation reimbursements under the GATRA contract and whether the town is fully drawing an allocated $16,000 for dispatcher services.
Jim Walters asked whether the $16,000 is a flat fee or a level-of-effort allocation. Lindsay said she has not received a $16,000 check and that reimbursements are processed after GATRA approves submitted invoices and percent-of-salary breakdowns. She explained that driver pay is 100% reimbursable and that Darlene (Council on Aging director) may bill up to 60% of her salary to GATRA depending on responsibilities.
Committee members suggested two paths: (1) hire a part-time dispatcher (about 19.5 hours) and code that person's hours to the dispatch line to capture the $16,000; or (2) ensure current staff code dispatch hours correctly (start/stop times, mileage, odometer) so reimbursements withstand audit. Members emphasized documentation and coding to avoid leaving money 'on the table.'
Lindsay said she would check prior invoices and the reimbursement history to determine whether Halifax has been drawing the full eligible amounts and will provide documentation to the committee.
