"We began as the task force on aging in 2018," Kaufman said, outlining the commission's transition into a standing commission and the community assessment that informed the plan. He described the commission's use of the AARP Age-Friendly Communities framework and cited local and national demographic trends to frame the need for action.
The plan highlights eight AARP domains including outdoor spaces, transportation, housing and community health services. Kaufman called out local low scores on housing and transportation in the livability index and said the commission will prioritize affordable, accessible housing and expanded transport options. He also described recent accomplishments such as advocacy for an expanded STAR bus pilot linking Hays County services.
Kaufman directly requested council endorsement to proceed with the action plan and to allow the commission to bring time-sensitive proposals, including grant applications, back to the council for consideration. "I guess what we need from you all is endorsement, to proceed that we're going in the right direction," he said. Meeting leaders voiced support on the record but no formal motion or vote was recorded during the session.
The commission projected drafting a final action plan after collecting council feedback, with possible return to council for approvals of particular items (for example, grant-driven initiatives) in the months after the holidays.
