Legal and police staff presented a proposed change to the city code to create a standalone chapter (2.1) for alcohol server training and to clarify definitions, approved training providers and an implementation schedule. The draft would require license holders and their servers to complete approved server training and allows approved online courses as alternatives to in‑person sessions.
Staff said Idaho Falls Police Department (IFPD) will provide three free trainings prior to the effective compliance date to help local businesses and servers become compliant. “Between that date and November 15, the IFPD is gonna need to provide 3 free trainings for the [alcohol server training],” staff said, explaining the change gives businesses a window to certify employees before holiday staffing demand. Staff also confirmed the ordinance will require servers to produce a certificate within four days upon request rather than carry it at all times.
Councilors discussed implementation details—online options, certificate formats and potential distributor‑provided trainings—and suggested including a public‑facing recital of public‑health statistics to explain the policy rationale. Staff said they will refine language and return the consolidated ordinance on Aug. 27 for formal consideration.
