Engineering staff described a two-part repair for the pavilion restroom and adjacent utility room to address persistent ponding. Inside, the contractor (Partlow) would grind low spots, fill depressions and install an epoxy-textured overlay; outside, the plan calls for removing the existing concrete apron, installing EPDM flashing at the foundation, and pouring new slabs tied to the old with dowel bars and pitched 1–1.5 percent to direct flow away from the building.
“The EPDM, they said, is a self healing, material,” the engineer explained while outlining sealing and double-protection details. Trustees asked about slip resistance for surfaces used by splash-pad patrons; the engineer noted multiple texture/abrading options and offered to provide samples. Board members also raised warranty length: staff said a one-year warranty after completion is typical and that construction oversight would include survey checks to ensure grade and drainage are built as designed.
Construction timing depends on weather; staff said work could begin after consistently above-freezing conditions and that asphalt work tied to site grading may wait until the asphalt plant reopens in mid-May. The objective is to have the work prioritized for spring so drainage issues are resolved before heavy summer use.
