Council approved a resolution waiving permit fees for homeowners who choose to connect existing sump pumps to stormwater infrastructure built as part of the 2021 bond Proposition A rehabilitation projects. Resident James Ford testified during public comment and described long-standing groundwater problems in Wild Wind Cove and nearby subdivisions. Ford said earlier city guidance led many homeowners to install sump pumps and argued the current measures are a "band aid" and urged council to consider a buyout or a permanent solution for those most affected.
"You can buy out that, and everybody up here knows about mine," Ford said, describing continued subsurface water beneath his home and urging the council to address the root cause rather than rely solely on connections and temporary fixes. Council members approved the fee waiver and asked staff to communicate the program and any related inspection and warranty requirements to residents.
