The policy limits the number of displays in the footprint to four, sets dimensional limits and uses a first-come, first-served application process. Council members asked for clearer mapping on the published diagram and discussed whether a 50‑foot setback from pavement should instead be 25 feet; one council member noted that 25 feet "puts you basically pavilion" in the current layout and staff agreed to refine the diagram before publication. The council voted to adopt the policy.
