Rooks noted a Victim Assistance donation line tied to a separate charitable account used for emergency participant needs; City staff (Quinn Bennion and Nick Rousseau) questioned whether that donation account should remain represented as a budget line since it is not City general-fund money and is not regularly utilized. Council acknowledged Rooks’ increased workload following staff reductions.
