Board grants seasonal outdoor seating to DJ Liquors with conditions

The Village of Davis Junction board voted on Ordinance 25-25 to authorize a special accessory use, variance for direct access to an outdoor seating area, and site-plan approval for DJ Liquors at 5657 North Junction Way.
Planning staff (Mark, S9) told the board that the PCC had recommended approval 6–1, and staff described the proposed arrangement as a seasonal outdoor seating area of three to four tables with temporary fencing removed during the off season. "The PCC ultimately gave a favorable recommendation by a 6 to 1 vote," Mark said, and he explained that the fencing would be subject to village permitting and that the village would retain final aesthetic approval. Conditions incorporated into the ordinance include seasonality (April through Nov. 5) and a live video monitoring system with a feed accessible to on-duty staff.
Several board members voiced concerns about life-safety code and egress, noting that the current building has a single doorway and that adding a gated area could affect emergency-discharge pathways. "You are now extending the exit discharge pathway...you cannot have an exit discharging path and do it in closed area," a public-safety speaker said during the discussion, citing code concerns. Staff and counsel responded that zoning relief is separate from building permits and that the eventual fence and layout will be reviewed through the permit process to ensure code compliance.
The board proceeded to act on the ordinance; the roll-call discussion showed one 'no' among members with the majority voting in favor. The approval is conditional on final fence details and code‑compliance review during the permit stage.
