Board weighs asking Rockford to take over truck-route portion of Edson Road as snow-plow maintenance talks continue

At the meeting the board heard a staff update on an intergovernmental boundary and maintenance agreement with the city of Rockford covering Edson Road and North Junction Road. Counsel/staff summarized the situation and said the village maintains a very small section while Rockford has jurisdiction west of the tracks; the agreements include a maintenance arrangement for snow and ice removal.
Staff noted the boundary agreement contemplates a future truck-route classification and that if Rockford wishes to pursue industrial development that requires road upgrades, Rockford should take responsibility for the improvements rather than asking Davis Junction to fund them. "We're maintaining this small portion, and everything else is under your jurisdiction," staff said, recommending that the village remind Rockford of their obligations and the village's unwillingness to fund upgrades that primarily benefit Rockford. The board asked staff to forward a letter and to pursue renewal/clarification of the agreements when they come up for renewal in the coming years.
