Resident urges council to table $1.63 increase to recycler solid-waste fee, proposes deposit-refund pilot

Edward Sean Robinson, a Hampton resident, asked the council to postpone the proposed increase to the solid waste user fee for recyclers and proposed an alternative pilot program.
"Item 4 on the agenda proposes to increase the solid waste user fee for recyclers by $1.63 per week from $4.25 to $5.88," Robinson said, noting the escalated fee was proposed to offset an $82,347 increase in personal service fees and $194,459 increase in operating expenses from FY2015 to FY2016. He proposed the city adopt a phased deposit-refund policy to limit illegal dumping and to pilot the initiative in neighborhoods with high concentrations of recyclers so the city's neediest residents would not be inconvenienced initially.
Robinson asked the council to "table the $1.63 per week fee increase for the solid waste user fee for recyclers until such time that an ad hoc committee of the city can conduct a feasibility study on adopting a deposit refund policy for selected neighborhoods in Hampton." The clerk had read the ordinance that would increase the solid waste user fee as part of the FY2016 package; that item will be voted on at the council's May 13 meeting.
