At the end of the public work session the council made and seconded a motion to convene a closed session under Virginia Code ' 2.2-3711 to discuss listed matters including appointments (grievance panel), acquisition and disposition of real property in College of Hampton/Downtown areas, negotiation strategy for prospective business location/expansion, and consultation with legal counsel on probable environmental litigation. Councilmember moved the motion and a second was called; the roll call vote recorded "Aye" from each listed member.
The manager read the statutory citations and the chair called for the motion; the clerk performed roll call. The meeting recessed at 2:45 p.m. for a scheduled 3:00 p.m. closed session reconvening. No substantive deliberations from the closed session were discussed on the public record during the afternoon session.
