Council adopts consolidated first-reading on multiple FY2016 budget ordinances

On May 6, 2015 the Hampton City Council voted unanimously to adopt on first reading a consolidated set of FY2016 budget and tax ordinances; the final vote is scheduled for May 13, 2015 after a second reading where amendments may be made.
A council member moved and the council approved on first reading a consolidated package of FY2016 budget and tax ordinances after a special public hearing. The motion combined a set of ordinances that by city code require two readings, including the general and capital budgets and ordinances that impose taxes.
"I move to adopt the following ordinances," a council member said when presenting the consolidated motion. The motion was seconded and carried on a roll-call vote in which the council spoke its votes aloud; the clerk recorded all votes as "Aye." The clerk read the ordinance identifiers and the council confirmed them for first reading; the mayor said the final vote on the full budget will occur May 13, 2015.
The clerk read specific tax and rate proposals included in the consolidated motion, among them a real property tax rate of $1.24 per $100 of assessed value and several tangible personal property rates. Items that require only one reading were read for the record and will be voted on at the May 13 meeting. Council members were given the option to remove any item from the consolidated motion for separate consideration on second reading.
