Unresolved state budget could force local amendments; Newport News teacher raise raises pressure on local payroll costs

Staff provided a rough cost framing: matching a 2% increase for the school system would be just under $3,000,000 and about $2,000,000 on the city side; the city manager said recurring salary increases cannot legally be funded with one‑time capital or bond proceeds and that matching would likely require additional revenue ("each $1,000,000 is roughly a penny on the real estate tax rate").
Council members signaled the issue will influence ongoing operating budget conversations and that revenue options or tradeoffs will need to be considered if the council chooses to pursue parity.
