"A capital improvement plan is but just that, a plan," Tory said, stressing that schedules and priorities change as revenues and council direction evolve. Tory presented a priority allocation by theme and line‑item dollar totals the staff recommends for FY19–23.
The presentation listed funded projects ranging from street resurfacing ($32,900,000) and wastewater rehabilitation (about $41,000,000) to downtown investments and sports tourism facilities. Council and staff discussed that the first year of the plan is the most definite and will inform the manager’s recommended FY19 operating budget. The city manager noted, "The CIP is the only one that will have a vote tonight," and reminded members that the operating budget will move through readings and may change if the state budget shifts after local adoption.
The council did not take a vote during the work session; the CIP was set for a formal vote at the evening meeting.
