LCWCID No. 1 board rescinds prior action and approves termination of employee Brandon Powell
Summary
At its March 18 meeting the Lubbock County WCID No. 1 board unanimously rescinded a prior employment action and approved the immediate release of employee Brandon Powell, including five weeks' severance pay plus accrued PTO and vacation time.
The Lubbock County Water Control and Improvement District No. 1 Board of Directors voted on March 18 to rescind a prior employment action regarding employee Brandon Powell and to approve his immediate release.
Director Kade Garner moved to rescind the earlier action and Director Doug Parsley seconded; the motion carried unanimously. The board then opened a separate item on termination. Director Parsley moved for Powell’s immediate release; Director Casey Klingensmith seconded and the motion carried.
Directors then considered terms of separation. Director Teresa Stephens moved to pay Powell five weeks’ severance pay plus his accrued paid time off and any vacation time in exchange for his immediate resignation; Director Parsley seconded and the motion carried unanimously. The board did not record additional conditions or a public explanation for the personnel decisions in the meeting minutes.
The actions leave the district with an open managerial role and prompted further agenda items to appoint interim staff and arrange daily operations, which the board addressed later in the meeting.
