Board OKs moving animal shelter design to construction documents and bids after review

County staff and volunteer project lead Bob Timmons presented a revised design for a new county animal shelter and recommended that the county approve a fee proposal for Moseley to produce construction documents and issue an invitation for bids to obtain real construction estimates.
"This facility will last us 25, 30 years," Timmons said after describing an interior, conditioned kennels design and steps taken to tailor the plan to Prince Edward County's needs. Staff noted the project has been the top priority in recent CIP planning cycles and that the existing shelter cannot meet state standards.
Supervisors discussed location details and neighbor concerns, including a nearby slaughter facility; staff proposed berms, landscaping and soundproofing to mitigate impacts. Board members also discussed a road-maintenance agreement and clarified the county would not pay for the land transfer if the property is conveyed at no cost.
At roll call, the motion to advance the project to construction documents and issue an invitation for bids carried 5–3. Several supervisors who voted no cited high cost estimates (board discussion referenced $5 million–$5.5 million) and asked for further study; others said accurate construction numbers were necessary before deciding whether to proceed with full funding.
