Vendors tell Hampton council $25 per-location permit is burdensome; city weighs permit streamlining

At the council's briefing on food-truck regulations, vendors described how per-location permit requirements and overlapping agency reviews complicate the mobile business model and sometimes force operators to decline last-minute invitations.
"They mentioned was the $25, peddlers permit fee that they are now required to obtain for every single location they go to," Community Development Director Terry O'Neil said, quoting vendors during outreach.
O'Neil told council that vendors want predictable, faster permitting so they can accept short-notice invitations without operating illegally; staff said any change must preserve health, fire and public-safety reviews. Council members pressed staff to balance streamlining with protections for brick-and-mortar restaurants and accessibility for seniors and people with disabilities.
Councilman Brown urged sensitivity to existing businesses and customers, saying the city should not "alienate food trucks to the island Of Patmos" and stressing accessibility for older and disabled residents in downtown placement decisions. Staff recommended returning with draft ordinance language that could include designated zones, buffer distances or a pilot approach paired with streamlined permits.
