CDBG administrator Kristen Webb presented proposed administrative updates to the Tri‑Cities Home Consortium citizen participation plan, a HUD requirement for jurisdictions that receive federal housing and community development funds. The consortium includes the cities of Kennewick, Pasco and Richland; Webb said the revisions are largely administrative and designed to keep the consortium compliant with current HUD regulations.
"Adopting this updated plan keeps the city in compliance with HUD requirements," Webb said, and noted the changes remove temporary COVID‑19 provisions and waiver language, expand electronic and social media notification methods, add a conflict‑of‑interest section, and clarify procedures for substantial and minor amendments. Webb emphasized that residents will continue to have opportunities to participate through public hearings, comment periods and accessibility accommodations. Council members expressed support; because this item was discussed at a workshop, staff will take next steps consistent with procedural requirements for formal adoption.
