Engineering Manager Andre Avedisian presented a proposed amendment to Pasco Municipal Code 10.70.0880 to mark a short leg of 27th Avenue between Sylvester and West Irving Street as a no‑parking zone. Avedisian said geometry and driveway conflicts create visibility and access issues for the adjacent businesses and deliveries.
"The segment that we're talking about is between Sylvester And West Irving Street," Avedisian said while showing photos of narrow pavement and head‑in parking that requires vehicles to back into the street. Staff said notification letters were mailed to impacted businesses and residents, and indicated that code enforcement would handle parking complaints if the ordinance is adopted. Council members asked about past complaints and whether staff proactively surveys other neighborhoods; staff said traffic engineering reviews are conducted on request and noted the city currently does not have a full‑time traffic engineer on staff.
This was a workshop discussion and no ordinance was adopted at the meeting; council asked staff to bring the item back for formal action after follow‑up if needed.
