Pasco staff propose cameras, mobile unit after nearly 100 vandalism work orders

Parks and Recreation Director Angela Pashon told the Pasco City Council workshop that vandalism and misuse of park restrooms has become a recurring operational problem and urged a multi‑disciplinary approach to deter damage and improve safety. "Since the beginning of the year, we have, we are now approaching 100 vandalism related work orders in our parks alone," Pashon said, and described two restrooms (Sylvester and Schlegel parks) currently closed because of clogged pumps likely caused by misuse.
Staff reviewed options presented in April and recommended installing stationary cameras at identified locations and procuring at least one mobile camera unit to be relocated as patterns emerge. Pashon said internal upgrades to the city and police technology platforms make an in‑house solution feasible. Pasco Police Chief Cook reported Spokane County's camera‑on‑wheels pilot has "really good success," and told the council Pasco's recently implemented software can integrate with mobile units.
Council members asked about timing and seasonality; one member recommended preparing for the next park season while testing equipment and workflows. Staff said if the council wants to proceed, they would return with a budget amendment estimated at approximately $100,000 to support rollout and testing. Because this was a workshop item, no formal vote was taken; staff sought direction and the council indicated support for moving forward with a pilot and returning with a budget proposal.
