The Bonner County Board approved a $708,775 change order to the county's 2025 asphalt contract to add Kelso Lake Road (about 2.9 miles) and a 500-foot apron on Bandy Road to improve maintenance and driving safety.
"We found it has almost 700 cars per day, which makes it the heaviest traveled gravel road in Bonner County that we have counted," Road & Bridge engineer Matt Mulder said, noting the route's traffic count rose from roughly 250 vehicles per day in 2009 to nearly 700. Mulder told the board contractors offered last year's unit price (about $79 per ton) and that rebidding the work this year could raise price estimates to $100–$110 per ton.
Commissioners discussed community concerns that paving might increase traffic but noted the decision responds to higher local use and maintenance needs. A public comment from Wayne Martin supported the paving, saying asphalt would reduce winter-slide risks at a steep incline. The motion to approve change order #2 passed by roll call vote.
