Council directs project planning for $4.5M 925 E/7375 S upgrade, agrees to include cost in FY2027 budget

City Manager David Larson briefed the council on a planned upgrade to 925 E and 7375 S that would bring the roadway, water, and storm-drain facilities up to city standards. He reported an estimated project cost of roughly $4.5 million and said design is nearly complete but coordination and a storm-drain outfall connection remain to be resolved; the outfall line is expected to be constructed in early summer 2027.
Larson and City Engineer Brandon Jones noted the project could be eligible for the 3rd Quarter Transportation Grant administered by WFRC and UDOT if 925 E and 7375 S are functionally classified as collectors. The grant is a reimbursement program with a 20% local match; letters of intent were due April 17, applications are due June 30, and funding awards are expected by November 2026. Expenses are eligible only after a contract is executed, though pre-contract design costs may be counted toward the city's match.
Council members debated timing and budgeting. Councilman Joel Dills suggested a formal project-cost amendment; Councilman Wayne Winsor and Councilman Blair Halverson supported appropriating the cost in the 2027 budget. The mayor and council directed staff and the finance director to include the project appropriation in the FY2027 draft budget and to bid the project in January or February of the following year; bids would likely be solicited in spring 2027. No binding contract award or grant commitment was made at the meeting.
