The Caddo Mills City Council on June 10 accepted a petition to annex approximately 8.019 acres submitted by Kevin and Jessica Baggaley and their entities, Bagga Ley, LLC and Baggaley Properties, LLC. City Attorney Susan Thomas described this as "part one of the annexation process," and council voted to accept the petition and set a public hearing for July; council also ratified a Professional Services Agreement with the Baggaley entities for reimbursement of professional services incurred related to the proposed development.
Community Services Director Matt McMahan described the Baggaley site as a proposed medical plaza south of the airport and recommended standard PSAs and a separate P3 Works contract; council authorized the City Manager to negotiate and execute that contract. Minutes show unanimous council support for the annexation petition acceptance, the PSA ratification, and authorization to proceed with contracting and the public hearing schedule.
