Council approves wholesale water service and CCN transfer agreements with Cash SUD; one abstention

The Caddo Mills City Council approved a wholesale water service agreement and a transfer of a certificate of convenience and necessity (CCN) to Cash SUD after returning from an executive session on June 10, 2025. Mayor Pro Tem John Verity moved to approve both agreements and Council Member Justin Poppelreiter seconded; each motion passed 4-0 with Council Member Shawn Bentley abstaining.
The actions followed a closed-session discussion that the agenda listed under Texas Government Code Sections 551.071 (attorney consultation), 551.072 (real property) and 551.087 (economic development negotiations). No further terms of the wholesale contract or the CCN transfer were read into the minutes beyond the recorded motions and voting outcomes. The council reconvened at 7:14 p.m. and adjourned at 7:20 p.m.
