Waynesville council adopts emergency resolution to pursue OPWC funds for Fifth and Sixth Streets water-main work

Council first voted to waive the two-reading rule; Mr. Zack Gallagher moved to waive and Mr. Chris Colvin seconded (roll call: six yeas). Gallagher then moved to adopt Resolution 2025-026 as an emergency and Mrs. Connie Miller seconded; the motion carried on roll call with five yeas. The resolution’s full title was read into the record: "Authorizing The Village Manager to Execute a Cooperative Agreement with the Warren County Board of County Commissioners for the Purposes of Making a Joint Application to Participate in the Ohio Public Works Commission State Capital Improvement Program for the Fifth and Sixth Streets Water Main Replacement Program and Declaring an Emergency."
Council did not record individual yes/no votes for each member in the minutes beyond the roll-call totals. The emergency adoption allows the Village Manager to sign the cooperative agreement and proceed with the joint OPWC application; the resolution was introduced and finalized at the same meeting.
