Caddo Mills moves to regulate rights-of-way, require permits for fiber work

City Manager Matt McMahan told the council staff had observed repeated installations by fiber companies that left utility boxes and equipment in front yards and in landscaping. "They put in boxes and the whole front yard is covered with these boxes," the minutes record. McMahan said staff wanted companies to apply before houses are built, but acknowledged limits on enforcement.
City Attorney Susan Thomas said a permit fee could not force compliance from providers receiving federal funds, but the ordinance would create permit and planning requirements allowing the city to set rules and stop work when necessary. She told council members companies would need to show plans and locations so the city could identify conflicts with water or other utilities. Mayor Pro Tem John Verity moved to amend the Code of Ordinances; Council Member Justin Poppelreiter seconded and the motion passed unanimously.
