Caddo Mills council amends Fox Landing PID boundaries, approves assessment plan and sets May 13 hearing

City Attorney Susan Thomas explained that the Fox Landing Public Improvement District (PID) boundary needed correction because "they had added a couple of acres" previously omitted from the PID. Mayor Chris Davies opened the public hearing at 6:02 p.m.; with no members of the public speaking for or against the proposal, he closed the hearing at 6:03 p.m. After the hearing, Mayor Pro Tem John Verity moved to amend the PID boundary; Council Member Justin Poppelreiter seconded and the motion passed unanimously.
The council also approved a First Amendment to the Amended and Restated Development Agreement and a First Amendment to the Reimbursement Agreement between the City and Oak National Development, LLC related to Fox Landing. In a separate resolution, the council determined the costs of authorized improvements to be financed by PID bond funds, approved a Preliminary Service Plan and Assessment Plan and called a regular meeting and public hearing for May 13, 2025 to consider an ordinance levying assessments on property within the Fox Landing PID. The minutes instruct staff to file the proposed assessment roll with the City Secretary and to publish and mail notice of the hearing.
