The project would be pursued through updated bids and a Finance Committee recommendation to council, Copeland said; he told the committee the work would likely begin early next year if funding and procurement proceed. He also warned that sidewalk replacement could trigger a business-district tax assessed to property owners for sidewalks abutting their properties, payable over a five-year period after project completion.
Committee member Chris Hice urged patience on immediate spending, recommending that the committee "allow a 6 month period to see about any possible grants that could reduce the cost of the project." Members expressed support for pursuing grants and advancing the project planning.
Next steps are administrative: Copeland will present the concept to the Finance Committee and seek a recommendation to the council, with updated bids to be solicited before final council consideration.
