Council and residents reconvened at 9:00 p.m. for a workshop on the proposed Subdivision Ordinance (SDO). Corin Hooper, planner with AOKA Engineering, presented an in-depth written assessment: he identified two principal reasons past SDO drafts stalled (lack of clarity and perceived infringement on property rights) and recommended the city explicitly align the ordinance with Chapter 212 and Dillon's Rule.
Hooper urged several practical edits: correct administrative language, clarify ETJ references, add phasing provisions so large developments can be built in stages, specify bond types (performance, plat, site bonds), explain when mayoral/designee approval is appropriate versus council action, expand storm-drainage requirements (e.g., reference to 100-year storm standards) and outline re-plat steps. The planner concluded the SDO should be viewed as a framework to preserve public health and infrastructure if larger-scale development occurs. The workshop record indicates edits were recorded for the draft and the mayor had AOKA proof the document prior to the workshop; the SDO document and Hooper's assessment are included with the minutes.
