Council declines to act on WCAD surplus reallocation request

Washington County Chief Appraiser Dyann White attended the Burton City Council meeting to explain a proposed budget amendment from the Washington County Appraisal District. White told council the WCAD has identified an estimated surplus of $310,870.40 and is proposing to reallocate those funds for items including office renovation, a legal fund, computer hardware replacement, fleet replacement, and website videos rather than returning the money to taxing entities.
White explained that renovating the WCAD building (an older Brenham ISD agriculture building) would be substantially cheaper than relocating to a new facility. The record includes a proposed assignment of the surplus: Office Renovation $220,031.33, Legal Fund $39,700.00, Computer Hardware Replacement $24,050.60, Fleet Replacement $23,088.47, Website/Videos $4,000.00 (total $310,870.40). The WCAD board plans to act on the amendment at its Jan. 27, 2026 meeting and provided the proposed amendment to taxing units for review.
After White's explanation, Councilmember Jeff Eckhardt moved and Councilmember Macey Tidwell seconded to 'TAKE NO ACTION' on the WCAD request. The minutes record 'FOR: Gilmon, McLaughlin' and 'AGAINST: None'; the motion passed.
