Town manager Holly said Bell's licensure allows the town to move from a flat monthly retainer (about $5,000 per month) to a lower on-call advisory arrangement that will save the town roughly $50,000 in the fiscal year.
Holly told commissioners the reduced scope will provide Susquehanna on-call advisement for operations as needed rather than ongoing monthly services. The commission approved the change; staff indicated the savings helped reallocate about $39,000 to yard-waste/stormwater matters in the FY27 budget.
