Engineer's gravity-drainage plan moves forward; commissioners ask for in-house cost estimates

The town engineer presented a package of street-level stormwater fixes for Market Street and a larger gravity-drainage plan covering Norton, Mill, Tillman and Stewart streets. Wayne said surveys show gravity drainage is feasible for much of the corridor and that the approach would reduce the need for temporary pumps.
Wayne described phase 1 as work that could be completed this year using in-house crews (material takeoffs and a short procurement), leaving a phase 2 outfall study for later. Commissioners asked staff to return with detailed cost estimates and material lists for public-works crews; Wayne expected a materials list within days. The commission agreed that public works could complete much of the work and that permitting and town-issued permits would be required before starting operations.
Commissioners emphasized speed to capture ARPA and other funding streams while freeing crews to complete larger projects. The commission voted to move forward to obtain cost estimates and return for a formal funding decision.
