Bradford Youth Sports representatives informed the Newbury Recreation Committee on Aug. 4 that nonresident registrations into their programs have increased substantially over the last five years, with many of those registrants living in Newbury. BYS officials said the organization is not affiliated with Bradford Elementary School and described their program as residency-based and pay-to-play, which they said is part of the reason nonresident participation has grown.
Committee members and BYS discussed possible approaches to limit future nonresident registrations, including "grandfathering" current nonresident players while rejecting new ones, or allowing nonresident sign-ups but not guaranteeing a roster spot because of coaching and head-count caps. Committee members also noted enforcement is difficult when other towns accept Newbury residents onto teams without notifying Newbury. No changes or policy actions were agreed to at the meeting; the discussion was described as an opening dialogue to pursue sustainability and access going forward.
