Community Development Director Sambo Kirkman presented an update on Tigard’s new three‑year economic development strategic plan, organized under four pillars: business attraction/support, partnerships/navigation, internal systems/communication, and development/place making. Kirkman said year‑one actions include a downtown marketing flyer, business‑connect events to onboard new licensees, and a parking lease pilot in the TriMet lot to collect data on demand.
Kirkman noted the team is working on a TIF district update (including River Terrace 2.0) and published a request for qualifications for the cinema site on Aug. 5; submittals were due Sept. 15 and the staff will provide an update on submittals and council’s participation in selection. Councilors asked about parking needs downtown and whether a parking structure is feasible; staff said they completed a parking study and have leased TriMet spaces to capture usage data as an initial test.
Council members also encouraged longer‑range strategic thinking beyond the three‑year horizon and asked staff to report on target dates and whether the team is at risk of missing any milestones. Staff offered to present a midpoint report this fiscal year with updated priorities and schedules.
