Civic arts director outlines FY27 work plan: murals, little libraries, music and filming guidance

Nicole, the city's Director of Neighborhood Services and civic arts lead, presented the FY27 civic arts work plan and framed it as the mechanism for budgeting request to the SL4B funding board. "This is how we put in our request for budgeting for the next fiscal year," Nicole said, describing placemaking work such as the Better Block activation and a campaign to place additional little libraries and functional art benches in parks.
Nicole detailed art programs and partnerships with Fort Bend ISD (students and teachers contributed art for traffic boxes and manhole covers) and discussed a mural reimbursement pilot aimed at helping businesses commission art by offering a sample contract and a qualified-artist roster. She also said the city received a limited slot of funding for music (not eligible for sales-tax funding) to support buskers and announced participation in Make Music Day. On film permitting, staff said the city will refine its process and fees to accommodate requests to film in public spaces including the police station and Smart Financial Center.
Board members probed the durability of hand-painted traffic boxes (staff said the experiment is new and the city will evaluate longevity) and asked about venues for artist workshops. Nicole noted partnerships with local venues including the heritage museum's old visitor center and said the Smart Financial Center artwork lease extends into a third year, with replacement planning to follow when the lease ends.
The board was asked to share community contacts for artists and to promote an ongoing public survey Nicole distributed; final funding for many initiatives will be decided by the SL4B board as part of the sales-tax funding process.
