Housing planner Trinity Miller summarized the scope and schedule for the Tigard housing plan, saying the project will deliver three state‑required products: a Contextualized Housing Needs analysis (CHN), a Housing Capacity Analysis (HCA), and a Housing Production Strategy (HPS). Miller said the effort began in June 2026, is grant‑funded and is expected to conclude in summer 2027.
“There is quite a bit of robust quantitative data that backs up that state allocation,” Miller told council, describing the state methodology that assigns jurisdictional housing targets and how the city will break those totals into affordability buckets and programmatic actions. Miller said equitable engagement will focus on low‑income communities, people with disabilities, BIPOC communities and tribes and that the visual housing survey has received 95 responses so far and will remain open through October.
Councilors asked for detail on the state allocation methodology and the empirical basis for the assigned unit numbers; multiple members requested a future study session so staff can present the underlying data and assumptions. Councilor Jeanette Shaw pressed whether the CHN will rely on survey input or on buildable‑land and demographic data; Miller agreed that a dedicated follow‑up session would be the appropriate venue to walk through those analyses and assumptions.
Next steps: staff will continue phase‑one equitable engagement, develop the buildable‑lands inventory and bring detailed methodology and data to a future study session before reporting final HCA and HPS drafts in winter and spring 2027.
