Northwoods Transit cleared to borrow from county trust to buy two buses pending DOT approval

The Oneida County ADRC Committee voted July 27 to approve a conditional loan request from Northwoods Transit to draw from the county 85.21 Transit Trust Account to pay for two new buses on delivery, provided the Wisconsin Department of Transportation approves the transaction. Committee Chair Debbie Condado recorded the motion as carried after Patty Raske moved approval and Condado seconded it.
Barb Newman reported that ridership was down for June, which she described as a seasonal pattern, and that all of Northwoods Transit’s grants have been approved—enabling repair of one older bus and purchase of two new buses. Newman said the timing could save the operator “over $2,000 in interest” if the trust funds are used to pay at delivery and the grant reimbursements are later repaid to the trust.
Newman also said Northwoods Transit received two property appraisals for a planned operations building and will select one to move forward. She described staffing gaps: a dispatcher position in Rhinelander (7:00 a.m.–12:00 p.m., Monday–Friday) and a split-shift driver for Headwaters in Minocqua (Monday–Thursday).
The committee’s action is contingent on DOT approval; the minutes note that once the agency receives the grant reimbursements it intends to repay the trust account. No vote-by-name was recorded in the minutes; the motion was recorded as "All ayes, motion carried."
