City Manager John W. Coffey outlined three insurance scenarios for the city's employees: a Florida Blue renewal (higher cost), UnitedHealthcare (cheaper premiums but higher out‑of‑pocket costs for employees) and Cigna (a potential savings relative to the current plan). "Right now, we have a budget based on a 20% increase in health insurance premiums," Coffey said, adding that plan‑by‑plan differences in out‑of‑pocket costs for employees informed comparisons.
Coffey presented broker estimates and participation assumptions (counting 59 people expected to take city health insurance) and said switching to Cigna could yield about $180,000 in savings; he suggested partial use of those savings to increase the COLA to 4% beginning Jan. 1, subject to council approval and ongoing budget conditions. Council members voiced general support for considering the adjustment but took no final vote.
