City Manager John W. Coffey presented the proposed fiscal year 2027 budget at the Indian Harbour Beach council workshop, saying the plan emphasizes pay‑as‑you‑go funding for capital projects and preserving the city's debt‑free status. "The basis of the proposed budget is continuation of pay as you go funding of capital projects, preserving debt free status," Coffey said during his overview.
Coffey told council general fund revenues increased slightly while expenditures decreased slightly and noted roughly $248,000 in additional tax receipts from increased property valuation. He said state appropriations were funded at about 50% of the request and that, after removing one‑time revenues, overall revenues are 7% lower than last year. Coffey also said no new positions were included for the manager's office, though a couple of partial positions from last year are now fully funded.
The manager recommended continuing shared programs (victim advocate positions and school resource funding) and using a mix of fund balance and grant funds for capital work. He said the proposed budget anticipates finishing major projects such as the Algonquin Sports Complex and the fire annex, and emphasized Council will consider formal adoption in September when the budget receives first and second readings. No formal vote on the budget occurred at the workshop.
