Elle presented the department’s preliminary operating budget submission for 2027, characterizing it as "fairly level" with a requested increase of about $1,000 specifically to maintain the medical supply budget. She said the mayor’s recommended budget will not be submitted until Sept. 15 and that department heads are meeting with the mayor, city administrator and director of finance over the next two weeks to review submissions.
Board members asked whether departments are being asked to cut and whether any specific FTEs are on the table. Elle said the finance committee has discussed consolidation and potential personnel changes and that personnel currently make up about 80% of city budgets, which makes FTE reductions consequential. She said staff are preparing documentation on statutory requirements and minimum staffing needed to meet legal obligations.
