Council approved the final development plan and associated ordinance for the Whispering/WoodSpring Hill planned unit development, moving the project from concept to the construction-plan stage.
Planning staff described the 18-acre site east of South Gilmore, proposed 68 owner-occupied paired villa units (34 buildings), lot sizes of about 4,800 to 6,100 square feet, and unit floor plans ranging from roughly 1,500 to 3,200 square feet. The plan includes sidewalk construction, a walking path along a stormwater pond, a roughly 300-foot retaining wall with decorative safety fence along the east property line, and a tree-preservation/planting plan that removes many existing trees for grading while proposing about 260 replacement trees and a screening row along the north property line. Staff said an HOA will maintain open space and individual yards.
Council voted to suspend the second and third readings for the ordinance and then moved to adopt the final development plan. Council also noted a condition from planning commission that the home builder consider an HOA clause limiting the number of rental units. The ordinance was adopted by voice vote.
Developers and a representative from MI Homes were in the audience and remain responsible for submitting construction plans and obtaining construction approvals before earthwork begins.
