Huachuca City backs proposed Cochise County animal shelter, directs code updates

The Huachuca City Town Council unanimously authorized two related actions on Jan. 8, 2026: directing the town attorney to prepare amendments to the town’s animal code and authorizing a letter stating the town’s support for a proposed Cochise County animal shelter in Huachuca City.
Chief Berry explained the proposed code changes would remove obsolete provisions pertaining to the animal shelter and make it easier to work with the county if the county places a shelter in town. Town Manager Suzanne Harvey recommended collaboration and said the town would benefit from working with Cochise County on animal services. Councilmember Johann Wallace moved to authorize preparation of the ordinances and to send a support letter; the motions passed unanimously.
The minutes do not include draft ordinance language, financial commitments from the county, or a timeline for construction or operation of a county shelter. Council authorized staff to pursue the letter of support and code drafting; any formal intergovernmental agreement, funding decisions or construction plans would require later council action.
