The Huachuca City Town Council voted March 12 to direct staff to begin the Truth in Taxation public-notice process as part of the town’s budget planning for the coming fiscal year. Mayor Johann R. Wallace moved the action and Councilmember Debra Trate seconded; the motion passed unanimously.
Town Manager Suzanne Harvey explained three rate scenarios and their revenue impacts: a neutral-rate option that would reduce the rate and yield about $17,765; a midpoint option that would add about $128,000 in revenue; and a maximum-allowable scenario that would generate roughly $139,000. Using a $100,000 home as an example, Harvey said the midpoint increase would be about $12 per year and the maximum would be about $24 per year. Harvey stressed that staff presented the figures as estimates and that the Council will decide final rates during the budget process.
The action begins the formal public-notice steps and associated hearings required by the Truth in Taxation process; staff told the Council the additional publications and hearings would be aligned with other budget hearings so as not to disrupt the previously approved calendar. Council members who spoke did not propose an immediate rate decision; the vote was to proceed with public notice and to continue budget deliberations through the normal process.
