Eudora planners approve Pilla Park redevelopment with passive north area, active southern recreation

City Planner Kyle Kobe introduced the application and consultant Joy Rhea of McClure reviewed the plan developed after community outreach. Rhea described the north portion as a more passive park space while the southern portion will include more active recreation amenities. Parks and Recreation Director Sally Pennington said the department intends to install a welcome sign on the north approach and a park sign at the south entrance "detailing the park's history."
When Chair Grant Martin asked about on-street parking, Pennington and Rhea said the site plan includes "four to five" parallel parking spots; Fire Chief Justin Lee said those spaces will help keep cars off the narrow street and improve emergency access. City Manager Zack Daniel reminded the commission that the site plan shows overall goals but that final details will depend on budget availability, supply and logistical requirements.
Commissioner Lewis Cox moved to approve the site plan; Commissioner Pat Jankowski seconded. The motion passed 4–0–0. The approval allows the Parks Department to proceed with design refinements and coordinate budget, procurement and construction steps required to deliver the project consistent with the approved site plan and staff conditions.
Future work will include design-level drawings tied to the city's capital and operating budgets; decisions about materials, exact fixture placement and construction phasing depend on budget and procurement timing.
