The Anoka County Board adopted a resolution approving special legislation that extends allowable time periods for the Lattice tax-increment financing (TIF) district in the city of Columbia Heights.
Mitchell Forney, community development director for Columbia Heights, told the board the Lattice site at 4300 Central consists of roughly a 12-acre public parcel and adjacent private acreage; the redevelopment began with demolition in 2022 but has experienced delays due to interest rates and stormwater/FEMA issues at Jackson Pond. Forney said the city is coordinating with developer Alatus, the Mississippi Watershed Management District, DNR and FEMA to address the pond, which functions as a FEMA spillway and requires mitigation before full redevelopment can proceed.
