Wayne County board expands felony reentry work with pre-release engagement and six-month follow-up

The Wayne County Corrections Planning Board on Aug. 25 described an expansion of its felony reentry services to increase pre-release engagement and post-release follow-up for people leaving the county jail. Michelle Kelly said the program now includes in-person pre-release meetings and sustained contact after release.
"Matt Hankins now meeting with inmates at the Wayne County jail 60 days prior to their release and then maintaining help and communication 6 months post release," Michelle Kelly reported during the board's review of Goal 1 (Continuum of Service). The board framed the change as an effort to smooth the transition back into the community and reduce recidivism by providing casework continuity across the release period.
Piper Davidson noted that staff capacity is also shifting: Victoria Furin is now working full time in the Wayne County Jail to provide reentry services, and the board highlighted related funding and program supports. The discussion emphasized coordination with other services and the need for clear handoffs between in-custody and community-based providers.
The board did not take a formal vote on the item during the meeting. Members signaled interest in measuring outcomes but did not specify performance targets or reporting timelines at this session.
