Committee presses staff on wastewater, stormwater and reclaimed rate timing; stormwater delayed to FY28

Committee members asked for clearer explanations of the billing components — availability, treatment, and capital replacement — and how those pieces apply to customers in hardship (vacant lots) or to second‑home owners who use service availability but little water. One committee member noted the resident impact would be modest in dollar terms for wastewater (an example figure of a $7.63 change was cited), but urged a more detailed billing‑structure study and public education before implementation.
