Council opts in to expedited temporary housing assistance to speed FEMA response during emergencies

The council approved a routine annual resolution to opt in to the State of Louisiana expedited temporary housing assistance program so FEMA can more quickly provide emergency housing without some local permitting under qualifying conditions.
Administration staff told the council the resolution is an annual item the parish asks be placed before city councils to allow an expedited temporary housing assistance program to operate more quickly after certain disasters. Staff explained the measure permits FEMA and state emergency programs to bypass some local permitting steps when rapid temporary housing deployment is necessary.
"This allows you to move faster, and so FEMA will look at this to see if we've opted in or opted out, and that will allow them to respond faster to providing emergency housing," staff said. The administration recommended the city opt in; council members agreed and voted to accept the resolution. Staff noted that waiving permitting requirements beyond this opt-in would still require a local ordinance where fee waivers or other local actions are necessary.
